Marriage licenses and divorce decrees

The issuing state is what matters, not where you live now. A document issued or notarized in another state goes to that state's office, and documents from federal agencies go to the U.S. Department of State through our federal apostille service.
Texas requirements to check before you book
Submit the original Texas-issued document, a Texas-issued certified copy, or an original Texas-notarized document; copies of certified or notarized records are not apostilled.Source
Certified records must have been issued within the past five years to be eligible for an apostille.Source
A completed Form 2102 naming the destination country must accompany mailed requests; adoption requests use a separate Form 2103 per official or document.Source
The issuing office's stamp must be on the public record itself; the office will not apostille a public record without it.Source
For translations, a notary must witness the translator sign the translation, and the original document must be submitted with it.Source
Online (RON) notarizations require the notarization ledger and a certificate stating the act was done by two-way audio and visual communication.Source
Good to know
Certified records older than five years are not eligible; obtain a newly issued certified copy.
Texas does not apostille documents for use within the United States or its territories.
Federal documents (e.g., FBI background checks, naturalization certificates) go to the U.S. Department of State.
The office notes some countries do not accept online (RON) notarized documents even after authentication.
About our Texas apostille service
Texas apostille service certifies Texas-issued documents for Hague Convention countries, with a standard option and an adoption option. Standard covers DSHS birth and death certificates, marriage licenses and divorce decrees, Texas university diplomas and transcripts, oil and gas powers of attorney, and notarized corporate signatures headed to Latin America, Europe, and the Gulf. Adoption covers Texas adoption decrees, amended birth certificates, and family court orders for foreign adoption registration, dual citizenship petitions, overseas school enrollment, and consular appointments. Trilogy Notary Services LLC prepares the file and manages the Texas Secretary of State submission for clients nationwide.
How it works
Book onlineChoose the option that matches your document and destination, then tell us the document type, the country where it will be used, and your deadline.
We review your document firstBefore anything is filed, we check it against the Texas requirements on this page. If a step is missing, such as a notarization or a certified copy, we tell you what's needed before we file.
Send your original or meet a notaryWe send mailing instructions after you book. If your document still needs to be signed and notarized, one of our mobile notaries can meet you, or you can use remote online notarization where it's accepted.
We file and track itWe submit your request to the Office of the Texas Secretary of State with the government fee and follow it until the office releases it.
We ship it backYour documents come back by tracked shipping. If your destination also needs embassy legalization or a certified translation, we can handle that next.

How much does a Texas apostille cost through Trilogy?

Who issues apostilles in Texas?
The Office of the Texas Secretary of State, Authentications Unit. Trilogy Notary Services is a private document services company: we prepare and submit your request and track it, but the apostille itself is issued by the state office.
What does Texas require before it will apostille a document?
Submit the original Texas-issued document, a Texas-issued certified copy, or an original Texas-notarized document; copies of certified or notarized records are not apostilled. Certified records must have been issued within the past five years to be eligible for an apostille. We check for these before anything is filed.
Can Texas apostille an FBI background check or another federal document?
No. Documents issued and signed by a federal agency, such as an FBI background check, are authenticated by the U.S. Department of State, not by the Office of the Texas Secretary of State. We handle those through our federal apostille service.
What if my destination country is not in the Hague Apostille Convention?
For non-Hague countries, Texas issues this instead of a standard apostille: Universal Apostille (same certificate serves as the authentication for non-Convention countries; further U.S. Department of State validation may be required). Many non-Hague countries then require embassy or consulate legalization, which we handle through our embassy legalization service. Tell us the destination country when you book.
How long does a Texas apostille take?
As published by the state when we checked on October 29, 2026: Mail: estimated 2-week turnaround from receipt, first come first served. Bulk drop box: about 72 hours. In-person appointment or walk-in: same day (walk-in waits may exceed an hour). Add time for document preparation and shipping both ways. Government processing times change and are outside our control, so we don't promise a delivery date.
